Beach Set (2008)

I won Coconut's Beach Set on Ebay and it came in the mail today.
After blowing up the inner tube I tried to put it around Coconut's neck like in AG's stock photo. But it won't fit.
I can put it around his ears.
Or on his nose.
But not around his neck.
My mom suggested that I have him sit on it.
That's cute, but is there any way to get it around his neck?
