Well, I really don't think it's PAPER, so I'm not sure where they got that for the description.
I tried to tear it and it's not ripping, so I don't think paper is what it's made out of.

It's a very floppy, flexible, synthetic straw weave. Sturdy, functional and gorgeous on Julie!
