Yes, historical it does fold for storage. As you are standing behind (like you're pushing the stroller) grab those finger holes on the bright pink part halfway down each side bar. (shown with arrows on the photo below) Pull UP towards yourself on the finger holes and the handle part should go down (the center near where you are pulling will fold UP).
