We have this tote as well. When we were at AG they did tell us it is designed as a two girl tote.
I must admit is is cramped, but this is how we do it. Place the girls facing each other. One girl seems to fit inside the others legs. As long as you do up the strap, you should not have any problem with anyone falling out. I find if you only use one girl in the tote, it becomes awkward to carry, as the weight of the girl pulls the one side down......does that make sense? hard to explain.
