Mine, definitely authentic and purchased either in 1995 or 1996, does not have a tag. Not on the dress or pinafore.
It's an outfit I've always personally disliked (my mom or someone must have liked it, as I don't think I ever expressed a want for it), too. Mine is thin, flimsy, and yes the fabric is weird.
If your only question is about the tags, and everything else feels authentic, it's probably fine =).
