Birthday Outfit (Party Pinafore & Birthday Crown)

My one issue with this dress is ever since I got it (as part of my very first order!) I could neeever get the ruffles to ruffle correctly. They always flip under! However, I've also been nervous about ironing it. Does anyone have any tips about that?
