Pretty Plum Skirt Set for Girls

We have this outfit in Medium, with the matching tights (which are adorable). The combination of lavendar and plum is quite nice, and I don't even like purple.

It is supposed to fit size 4-5. DD was 4.5 when I gave it to her for Christmas, but it is HUGE on her. The shrug arms are unusually long, and then the shirt is short, making it look really un-proportional. Here it is pictured on her, with the shrug arms rolled up and you can see that she is actually holding up the skirt - it is sagging.

I tried pinning the sleeves and the skirt, but it was uncomfortable and I was worried a pin would pop open. I've put it away for next fall in the hopes it will fit her better. I also put away the matching doll outfit, since it was just frustrating her that she couldn't wear hers, too. Luckily, we have a lot of matching Dollie & Me outfits, which tend to run more size-appropriate.

My other comment is that it is very prone to static, especially the skirt lining.
